The OSCE mission in Kosovo has announced a position in Gjilan / Gnjilane open to nationals of the 57 Participating States. Successful contenders will report to Director of Regional Centre, and be dedicated to the goals of the mission.

Key Responsibilities
Candidate will be responsible for the monitoring of human rights and criminal justice organizations in the area and ensuring their compliance with European and international standards. Adviser will isolate and report on specific cases, challenges, and trends to raise awareness of regional institutions focuses on compliance in sustainable human rights. Advise regional institutions on policies and strategies addressing identified issues, provide specific recommendations to relevant institutions in Kosovo. Administrative duties include drafting thematic and performance reports, working as a liaison within multiple teams. Candidate must work well with tight deadlines in high pressure environments.

Education and Experience
This position requires graduate level degree in Political Science, International Relations, or relevant field and minimum of six years of relevant experience with preference in law enforcement within transitional societies or professional experience building sustainable governmental and judicial programs. Must possess knowledge of human rights aspects of criminal justice policy and procedure, and cultural sensitivity and judgment to multicultural conditions.

Candidates must have strong written and verbal English communication skills and knowledge of local dialects or most common lingua franca spoken in mission region. Must have strong analytical and organizational skills. Qualified applicants must be in excellent physical condition, willing to work additional hours and cope with physical hardships in a region with limited infrastructure. Must be able to drive manual transmission vehicle and have valid driving license.
